Sorry Tinkles, I just saw your comment here. I forget to check the comment walls in these groups. As far as official canon, Cushing is not considered to be one of the doctors, but McGann is.
The Cushing movies were better done than most of the TV series at that time, but he was definitely not a Time Lord. They are worth watching, but they don't fit in with the series.

You don't have to like all the doctors to be welcome here. I don't like a couple of the old doctors. Some here haven't watched any of the original Dr. Whos. As long as you are a fan of some part of the show or its spin-offs, you are welcome.
