Netflix Movie Fans

I will describe it as best I can. I am pretty certain it is a British Film and obviously not popular.

It starts out with a man acting franticaly in a small room in Iceland. He is going off about time and ranting. Then it queues a the flashback and the main plot starts of how he ends up in Iceland.

He is an up and coming writer. He has a book coming out that is getting a ton of hype. He does tv interviews etc. He has a great blonde girlfriend.  A specific scene comes to mind when he touches a lamppost which has a dead light. His touch turns it back on like magic. Everything seems to be great.

The book fails. The TV shows that hailed him, call it crap. He can no longer turn on the dead lamp post with his touch. His girl leaves him and he spirals down.

He ends up turning to herion and crime. He joins this underground network of kids that gang robs people and has a older man as a leader. There he meets a girl and they fall for each other. Both of course being thieves and addicts. He gets his lips and eye brow pierced.

It gets fuzzy here for me... All i remember is that he steals a brick of herion and sells it to his best friend from his old life. He just wants to get out. He asks the girl to come with him, but at the last minute she runs to the friend for she loves herion too much.

Then the last scene is back in Iceland and he is talking about time again.

Thats all i can remember. It was interesting and I have never been able to guess the title. Hopefully you can help

Nautilus, in the obscure movie Vildspor (1998), Ossy and Jimmy are two best friends from childhood now living in Iceland; after a long time away on travels, Ossy (who has become a delinquent heroin user/seller) returns to Iceland and disrupts the "normal" life of his childhood friend Jimmy;  Jimmy agrees to enter into some heroin transactions for Ossy.  There's also a girl Jona.
