They do have a seperate counting for Tivo and it's not counted in the ratings, but networks do take that information.

That's a bit prejudice. I prefer European dramas, Japanese horror and Chinese gangster films over most of the drivel that comes out of American studios. And I wouldn't call "any foreign film" overrated.
The theory in regards to Titanic and budgets doesn't hold water (pun intended). IF that was true, The Dark Knight (a good film even if it's about a comic book character), would have been up for at least Best Picture.

The Chaplin stuff is gold, but I fail to see how those films can be overrated. In all my film and movie conversatons over the past 30 years, not once did any of his films come into play.
Those films are even rarely invoked by reviewers.
