The easiest solution, which will require absolutely no action from Netflix, is to only let your kids watch IW when you are around and ensure they watch only what you allow them to. Use your own parental controls.
Abusers = Netflix customers who would create secondary accounts to share with friends and family for instant watch. That was apparently the reason for not allowing secondary accounts to have instant watch.

It's not impossible. It's just not on the radar. No offense, but I don't want them spending time and money on a bunch of individual requests. I want them working on big picture stuff.
Replied to Sock with the reason. Netflix could help me by moving my ratings and queue to a secondary account, but they said that was impossible. I don't think it's impossible.

Since it is a big deal to you, why don't you do what Sock suggested and change the movie ratings allowed for watching instantly by setting the maturity level on your account? The Netflix FAQ has the instructions to do it.
